Description

O Plano Nacional de Resíduos Sólidos (Planares), instituído por meio do Decreto Nº 11.043, de 13 de abril de 2022 é a estratégia de longo prazo em âmbito nacional para operacionalizar as disposições legais, princípios, objetivos e diretrizes da Política Nacional de Resíduos Sólidos.

O Plano tem início com o diagnóstico da situação dos resíduos sólidos no país, seguido de uma proposição de cenários, no qual são contempladas tendências nacionais, internacionais e macroeconômicas. E, com base nas premissas consideradas em tais capítulos iniciais, são propostas as metas, diretrizes, projetos, programas e ações voltadas à consecução dos objetivos da Lei para um horizonte de 20 anos.

Intersectoral aspects

The plan must be adopted by all municipalities and municipal consortia to implement its guidelines in regional plans and align with budgetary aspects to access Federal Government resources.
The plan should also guide the actions of civil society entities, such as waste pickers' cooperatives, to guide their actions within the waste management cycle.

- Program for the implementation and expansion of Reverse Logistics.

Diffusion strategies

PLANARES emphasizes the importance of municipalities complying with their waste management plans and periodically filling in the digital platforms that supply the solid waste information systems. One strategy to ensure the completion of municipal data in information systems is making the completion conditional for accessing resources to implement Solid Waste Management Plans (for municipalities or consortium members).

Monitoring strategies

The National Solid Waste Information System (SINIR) is an instrument of the PNRS provided for in Law No. 12.305, of 2010, coordinated by the Ministry of Environment and Climate Change, through which the States, Municipalities and the Federal District, as well as companies, must annually declare all necessary information about waste under their sphere of competence. SINIR enables the monitoring of waste management progress across various geographical areas, from individual municipalities or consortia to state, regional, and national levels.

The Waste Transport Manifest – MTR and the Brazilian Solid Waste Inventory, regulated by Ordinance No. 280, of June 29, 2020, are included in the SINIR. The MTR is a fully digital waste management tool that can generate management and legal compliance reports for waste generators, transporters, storers and disposers. The Inventory consists of the consolidation at the national level of the annual declarations on the generation, characteristics, storage, transportation, treatment, reuse, recycling, recovery and final disposal of solid waste generated by the country's industries.

According to Decree No. 10.936 of 2022, the MMA will submit an annual report on the implementation of the Brazilian Environmental Solid Waste to the National Environment Council (Conama), which is responsible for monitoring the execution of PLANARES and recommending necessary improvements.

Financing mechanisms

PLANARES has an exclusive chapter dedicated to explaining how to access federal funds for solid waste management. The document describes the "technical conditions for access to Federal Government resources, for obtaining their endorsement or for access to resources administered, directly or indirectly, by a federal entity, when destined to actions and programs of interest to solid waste."
