Description

The program aims to contribute to the improvement of the health conditions of the population, with the implementation of projects for the collection, transportation, and adequate final destination and disposal of solid waste.

The National Solid Waste Policy (Law No. 12305/2010) provides for the preparation of the Municipal Plan for Integrated Solid Waste Management (PMGIRS) as a condition for municipalities and states to have access to resources of the Federal Government, destined to enterprises and services related to urban cleaning and solid waste management. The plan also enables municiaplities and states to access incentives or financing from federal credit or development entities for the same purpose.

In this sense, Funasa supports and transfers inexpensive resources necessary for the implementation and/or improvements of integrated municipal solid waste management systems.

Considering the nature of support for public service actions, Funasa will only contemplate actions aimed at the management of Urban Solid Waste classified as those generated in residential domestic activities (urban or rural), from businesses and public agencies equivalent to domestic waste and those generated in public urban cleaning services originating from sweeping, street cleaning, public roads and other urban cleaning services.

Thus, Funasa's Solid Waste management program supports the execution of infrastructure and acquisition of vehicles and equipment for implementation and/or improvements in conventional tailings management systems, with the collection and proper disposal in landfills; recycling management systems with the collection and management in recyclable recovery units; and composting systems with the collection and management in composting units.

The most requested objects under this Program are: Landfill, sorting and composting plant, acquisition of vehicles and equipment, closure of dumps.

Intersectoral aspects

This Program is aimed at municipal governments and associations and cooperatives of recyclable waste pickers, aiming to comply with the provisions of the National Solid Waste Policy coordinated by the Secretariat of Environmental Quality of the Ministry of Environment and Climate Change.

Implementation Strategy

The Foundation selects proposals for this action through a public call, announced in ordinances on its website. These ordinances disclose the criteria used to select these municipalities. Municipalities with the highest Aedes aegypti infestation rate are prioritized, as well as municipalities that present consortium solutions for the implementation of solid waste systems.

Diffusion strategies

Periodically, public notices are issued for municipalities and cooperatives to register to access the resources made available by Funasa. The notices are published on the websites of Funasa, the Ministry of Health and the social networks of the institutions.

Monitoring strategies

The National Solid Waste Information System (SINIR) monitors the number of municipalities that have PMGIRS. This information is reported by the municipality to the Ministry of Environment and Climate Change (MMA), manager of said system.
 

Financing mechanisms

FUNASA has budget lines for actions to support municipalities in the scope of solid waste management. 
In this program, Funasa supports and transfers inexpensive resources necessary for the implementation and/or improvements of integrated municipal solid waste management systems.
