This Program is aimed at municipal governments and associations and cooperatives of recyclable waste pickers, aiming to comply with the provisions of the National Solid Waste Policy coordinated by the Secretariat of Environmental Quality of the Ministry of Environment and Climate Change.

The Foundation selects proposals for this action through a public call, announced in ordinances on its website. These ordinances disclose the criteria used to select these municipalities. Municipalities with the highest Aedes aegypti infestation rate are prioritized, as well as municipalities that present consortium solutions for the implementation of solid waste systems.
Periodically, public notices are issued for municipalities and cooperatives to register to access the resources made available by Funasa. The notices are published on the websites of Funasa, the Ministry of Health and the social networks of the institutions.
The National Solid Waste Information System (SINIR) monitors the number of municipalities that have PMGIRS. This information is reported by the municipality to the Ministry of Environment and Climate Change (MMA), manager of said system.
FUNASA has budget lines for actions to support municipalities in the scope of solid waste management.
In this program, Funasa supports and transfers inexpensive resources necessary for the implementation and/or improvements of integrated municipal solid waste management systems.
