Description
PMSB é o instrumento elaborado em nível municipal para acessar os recursos da União para implementar a programação das ações e dos investimentos necessários para a prestação dos serviços de saneamento básico nele descritas.
A Política Nacional de Saneamento Básico orienta que as instâncias subnacionais elaborem planos de saneamento regionais para nortear suas ações no âmbito do provimento do saneamento, de forma articulada aos PPA dos órgãos da União atuantes no setor, para que este seja o instrumento que permite o repasse dos recursos financeiros para execução das ações previstas. O Decreto nº 7.217/ 2010 apontava prazo limite para os municípios elaborarem seus PMSB para que pudessem ter acesso a recursos orçamentários da União pelos titulares dos serviços de saneamento básico. Com o passar dos tempos, essa meta não foi cumprida a rigor pelos municípios, e após quatro revogações, o prazo atual para apresentação dos planos é o final do ano de 2022.
Compete dizer que a exigência de elaboração do PMSB por parte da União, vem de encontro ao objetivo da universalização do saneamento básico no Brasil.
Sobre este documento, o PMSB deve “apresentar metas e indicadores de desempenho e mecanismos de aferição de resultados, a serem obrigatoriamente observados na execução dos serviços prestados de forma direta ou por concessão”, outra recomendação é a participação de representantes da sociedade civil para sua elaboração.
O Plano deve conter:
• A programação das ações e dos investimentos necessários para a prestação dos serviços de saneamento básico.
• Horizonte temporal da ordem de 20 anos;
• Garantir efetiva participação social em todas as etapas;
•É necessário garantir a presença de representantes do município engajados na elaboração do PMSB;
• Consonância com Plano Plurianual, Planos de Bacias e Legislações correlatas;

PMSB is an instrument that must be prepared by the municipality (or municipal consortium). Funasa performs support actions directly to the municipal health and/or sanitation departments, and also develops partnerships with the Federal Universities to establish the partnership between these institutions and the municipalities with a focus on the preparation of the plans.

FUNASA partners with universities to prepare the PMSB with the municipal secretariats. This strategy has demonstrated success in certain contexts. Another initiative is that the aforementioned institution created a document that guides the step by step so that each municipality (of up to 50 thousand inhabitants) complies with the content that its Municipal Plan must contain so that they can actually access the resources to implement the actions. In this sense, according to Funasa guidelines, it is pointed out that the content of the plan must:
• Establish mechanisms for regulating and supervising basic sanitation services;
• Use indicators of basic sanitation services in the planning, implementation and evaluation of the effectiveness of sanitation actions;
• Promote the organization, planning and development of the sanitation sector, with emphasis on managerial training and human resources training.
According to the National Basic Sanitation Policy, the city halls of all municipalities in the country are responsible for preparing a Municipal Basic Sanitation Plan (PMSB) that ensures the four basic sanitation services. In this sense, FUNASA seeks to support the municipalities with workshops, programs in partnership with universities, guidance, and materials made available on the Foundation's website to facilitate access for professionals from the health departments.
The National Sanitation Information System SNIS monitors the number of municipalities that have PMSB. This information is reported by the municipalities to the Ministry of Cities, manager of said system.
FUNASA has budget lines for actions to support municipalities in the preparation of the PMSB.
