Description

The funding provided through the call for proposals support projects and strengthen states and municipalities (at all levels) in developing initiatives focused on environmental health, through participatory processes, social mobilization, technical cooperation, and collaborative action for improved access to health and basic sanitation.

The promotion of these actions is structured in line with the Program for the Promotion of Environmental Health Education actions of Funasa, regulated by Funasa Ordinance No. 560/2012.

Intersectoral aspects

The public call for proposals is aimed at municipal governments, with focus on actions that are alignd with the provisions of the National Regulatory and Health Policy, the National Environmental Education Policy, the National Indigenous Health Care Policy, and the National Basic Sanitation Policy.

Implementation Strategy

 Eligibility Criteria and Priority of Eligibility Criteria
- municipalities with low Human Development Index - HDI (<0.5);
- municipalities with special communities (remnants of quilombos, extractive reserves, agrarian reform settlements and riverside communities) in their territory;
- municipalities with cooperatives and associations of collectors of recyclable materials.

Priority Criteria
- municipalities covered by Funasa´s resources in sanitation;
- municipalities that do not have a structured environmental health education area;
- municipalities with the Family Health Strategy (ESF, acronym in Portuguese) and/ or Community Health Agents Program (PACS, acronym in Portuguese) implemented;
- municipalities in the semi-arid region contemplated with the implementation of cisterns by the Federal Government;
- municipalities at risk of natural disasters.

Diffusion strategies

The public call for proposals is published on the Foundation's website and social media. Guidance is also available to assist professionals from municipal governments regarding preparation of the project proposals, to ensure compliance with the necessary requirements.

Monitoring strategies

The resources allocated to these calls for proposals are monitored by the foundation's administration through the SIGA system (FUNASA management system).

Financing mechanisms

Funasa has budget lines to subsidize the promotion of environmental health actions in the municipalities.
