The Terms of Reference for preparing the PMSB is the guiding document for managers of municipalities of up to 50 thousand inhabitants to prepare their Municipal Basic Sanitation Plan, to access the Federal Government's resources to implement actions and sanitation programs in the municipality.
Funasa carried out the initiative to build a guiding document for municipalities to prepare their PMSB, in order to structure the guidelines, goals and indicators for local basic sanitation, so that municipalities have the appropriate normative instrument to access federal resources to implement their local strategies in the field of basic sanitation.
The Term of Reference is based on the premises of public management and suggests criteria flexible enough to enable its application in municipalities throughout the national territory. It should be noted here that the municipality is instructed to carry out a diagnostic survey and submit information on: i) the nutritional status of children aged 0 to 2; ii) the weight-for-age ratio and the nutritional status of children aged 0 to 2; and iii) the height-for-age ratio.

PMSB is an instrument that must be prepared by the municipality (or municipal consortium). Funasa performs support actions directly to the municipal health and/or sanitation departments, and also develops partnerships with the Federal Universities to establish the partnership between these institutions and the municipalities with a focus on the preparation of the plans.

Until the universalization of basic sanitation is achieved (Target 2033)
PMSB Term of Reference points out each step that must be fulfilled by the municipality to comply with all the necessary requirements to be contemplated in the plan in accordance with the National Basic Sanitation Policy.
The document subdivides the guidelines for preparing the PMSB into three stages: i)Planning the PMSB process; ii) Preparing the PMSB and iii) Approving the PMSB.
• Holding workshops with municipal departments (or municipal consortia) to support the preparation of the PMSB.
• Provision of the Term of Reference on the foundation's website for download with budget models for municipalities with up to 20 thousand inhabitants and for up to 50 thousand inhabitants.
The National Sanitation Information System (SNIS) monitors the number of municipalities that have PMSBs. This information is reported by the municipality to the Ministry of Cities, manager of said system.
FUNASA has budget lines for actions to support municipalities in preparing the PMSB.
