Description

PMSB is the instrument developed at the municipal level to access the resources of the Federal Government to implement the programming of the actions and investments necessary for the provision of the basic sanitation services described therein.

The National Basic Sanitation Policy directs subnational instances to prepare regional sanitation plans to guide their actions within the scope of sanitation provision, in conjunction with the Multi-year plans of the Federal Government bodies operating in the sector. The subnational plans thus allow for the transfer of financial resources as per the foressen actions of the plans. Decree No. 7.217/ 2010 sets a deadline for municipalities to prepare their PMSB so that they could have access to budgetary resources of the Federal Government.

It should be said that the requirement for preparing the PMSB by the Federal Government is in line with the objective of universalization of basic sanitation in Brazil.
The PMSB must "present goals and performance indicators and mechanisms for measuring results, to be mandatorily observed in the execution of the services provided directly or by concession", another recommendation is the participation of representatives of civil society for its preparation.

Key elements of the municipal plan:
• The programming of actions and investments necessary for the provision of basic sanitation services.
• Time horizon of around 20 years;
• Ensure effective social participation at all stages;
• It is necessary to ensure the presence of representatives of the municipality engaged in the preparation of the PMSB;
• Consonance with the Multi-annual Plan, Basin Plans and related Legislation.

Intersectoral aspects

PMSB is an instrument that must be prepared by the municipality (or municipal consortium). Funasa performs support actions directly to the municipal health and/or sanitation departments, and also develops partnerships with the Federal Universities to establish the partnership between these institutions and the municipalities with a focus on the preparation of the plans.

Implementation Strategy

FUNASA partners with universities to prepare the PMSB with the municipal secretariats. This strategy has demonstrated success in certain contexts. Another initiative is that the aforementioned institution created a document that guides the step by step so that each municipality (of up to 50 thousand inhabitants) complies with the content that its Municipal Plan must contain so that they can actually access the resources to implement the actions. In this sense, according to Funasa guidelines, it is pointed out that the content of the plan must:
• Establish mechanisms for regulating and supervising basic sanitation services;
• Use indicators of basic sanitation services in the planning, implementation and evaluation of the effectiveness of sanitation actions;
• Promote the organization, planning and development of the sanitation sector, with emphasis on managerial training and human resources training.

Diffusion strategies

According to the National Basic Sanitation Policy, the city halls of all municipalities in the country are responsible for preparing a Municipal Basic Sanitation Plan (PMSB) that ensures the four basic sanitation services. In this sense, FUNASA seeks to support the municipalities with workshops, programs in partnership with universities, guidance, and materials made available on the Foundation's website to facilitate access for professionals from the health departments.

Monitoring strategies

The National Sanitation Information System SNIS monitors the number of municipalities that have PMSB. This information is reported by the municipalities to the Ministry of Cities, manager of said system.

Financing mechanisms

FUNASA has budget lines for actions to support municipalities in the preparation of the PMSB.
