

Description
O programa Moradia Digna destina recursos do Orçamento Geral da União (OGU), não onerosos, para apoiar municípios, estados e o Distrito Federal a realizar melhorias habitacionais nas moradias de famílias de baixa renda vivendo em assentamentos urbanos informais passíveis de regularização, por meio da contratação de serviços de assistência técnica e aquisição de material de construção.
As melhorias elencadas neste programa devem ser aaquelas consideradas como "Infraestrutura essenciais". Considera-se infraestrutura essencial, conforme estabelecido
na Lei Federal n. 13.465, de 2017, a reunião dos seguintes requisitos:
a) sistema de abastecimento de água potável, coletivo ou individual;
b) sistema de coleta e tratamento do esgotamento sanitário, coletivo ou individual;
c) rede de energia elétrica domiciliar;
d) soluções de drenagem, quando necessário; e
e) outros equipamentos a serem definidos pelos Municípios em função das necessidades locais e características regionais.

The Ministry of Regional Development - MDR, as Manager, is responsible for managing the programs, projects and activities of the Dignified Housing Program.
Caixa Econômica Federal - CAIXA is responsible for operationalizing the execution of transfer contracts or terms of commitment.
The Public Administration of the states, municipalities or the Federal District are the proponents that call on the MDR to request the actions of the program.
Families benefited with a monthly family income of up to R$ 2,000.00 and must reside in an area subject to regularization
The selected area must have been occupied for more than 5 five years, predominantly by families with a monthly income of up to 3 minimum wages, and be characterized as a precarious settlement (irregular settlement, tenement or degraded housing complex).
Municipalities, states and the Federal District
Proposals can be submitted exclusively by the head of the
Executive Branch of the states, the Federal District and the municipalities or their legal representative. The bidder must register a proposal in the digital system, in accordance with the guidelines contained in the program manual.
Eligibility criteria
The family to be benefited with housing improvement works and services should:
a) have a gross monthly family income of up to R$ 2,000.00 (two thousand reais);
b) have a member over 18 (eighteen) years old or emancipated;
c) be the owner or holder of the residential property object of the intervention proposal;
Prioritization criteria
a) Families whose wife is responsible for the family unit;
b) Families with individuals with disabilities, who permanently reside in the housing unit subject to the proposed improvements;
c) Families whose elderly are part of and who permanently inhabit the unit object of the housing improvement proposal;
d) Families that have children and adolescents as resident members in the units object of the housing improvement proposal.
The housing improvement works and services may be executed by direct administration, global contract, self-management or other form of execution at the choice of the Bidder or Executing Agent.
According to the Program Manual, it is the responsibility of the Public Administration of the states, municipalities or the Federal District to maintain an effective communication channel, which will be widely publicized, to receive manifestations from citizens related to the transfer agreement or term of commitment, allowing the registration of suggestions, compliments, requests, complaints and denunciations.
It is up to the beneficiary families of the program to ensure the preservation and maintenance of the goods and services made available to them.
The funds allocated to the Dignified Housing Program come from the following sources:
a) Brazilian Social Interest Housing Fund (FNHIS, acronym in Portuguese) or
General Budget of the Federal Government (OGU, acronym in Portuguese) - non-onerous resources, as the case may be;
b) consideration of the Bidder or Executing Agent; and
c) others that may be defined.
