Description

Intersectoral aspects

Municipal secretariats supported by international organizations or by resources of the Federal Government through the budgetary actions of Plansab, through plans destined to Funasa or MDR.

Target audience

Low-income communities.

Geographic coverage

Example of the case study in Salvador-BA: "Between the late 1990s and early 2000s, it used the condominium construction technique to benefit 2.5 million people in the metropolitan region of Salvador (RMS)."

Duration

Since 1990.

Implementation Strategy

• The sewerage model is cheaper than the traditional one and presents a short-term solution in the universalization of services. The change lies in the design of the project, which transfers the network branches to the inside of the condominium (urban block), greatly reducing the length of pipe required and considerably increasing the percentage of the population served.

• The ability to adapt to complex urban fabrics and the fact that it brings a model of social intervention of a community nature is effective for the installation of sanitation in urban areas, contributing to meet the challenge of sanitation in peripheral areas.

Diffusion strategies

One of the advantages of the Sewerage System is community participation in the collective solution of local sanitation problems. For its implementation, the component of the structuring actions of Environmental Health Education is important, which must be carried out with the community that will receive the technology so that they are trained for the monitoring and conservation of the system.

Monitoring strategies

The system is monitored periodically and should be conducted within the residences by community representatives, with support from technicians from the municipal secretariats responsible for Basic Sanitation. The system must be monitored independently of the municipality's general collection network.

Financing mechanisms

Condominium sanitation projects can be financed through: technical cooperation agreement with Basic Sanitation entities such as Funasa, MDR; cooperation with international organizations; support from international banks.
