O  Territórios Sustentáveis e Saudáveis é um projeto de Cooperação Técnica entre Funasa e Fiocruz para denominada como uma pesquisa-ação na qual se objetivou desenvolver o conceito de cidades saudáveis a partir da identificação, articulação e avaliação de agendas sociais territorialidades, por meio da construção de métodos, tecnologias, parâmetros e indicadores de caracterização, análise, monitoramento. e avaliação de experiências de cidades saudáveis, validadas multicentricamente, através da Rede de Territórios Sustentáveis e Saudáveis.

Implementation strategies

The project uses "governance and management instruments and mechanisms that apply intersectorality, interscalarity and social participation as elements of territorial action, as well as assessment tools capable of producing evidence of their effectiveness in relation to sustainable and healthy development" (GALLO & SETTI, 2014a).

Diffusion strategies

The systematization of Funasa-Fiocruz cooperation actions in order to generate knowledge, contribute with propositions and strategies to strengthen environmental health within SUS and, considering the territorial specificities, improve Funasa's sanitation actions, especially the promotion of the health of traditional and rural peoples and communities”.

Monitoring strategies

The products prepared for each phase of the project were monitoring and control instruments. Below is the list of results achieved by the Decentralized Execution Term (TED) of the project.

▪TED 01/2013:
1) Development of theoretical-conceptual and methodological framework, technologies, parameters and indicators for characterization, analysis, monitoring and evaluation of experiences of Sustainable and Healthy Cities/Territories and critical elements, as well as their possible use for decision making in the formulation, implementation and evaluation of policies to address the social determinants of health;
2) Application of tools to assess the effectiveness of sustainable and healthy territories; 
3) Identification of multicenter competencies in evaluating the effectiveness of strategies for the implementation of Sustainable and Healthy Cities/Territories; 
4) Integrated Development Seminar of Bocaina to Agree on Strategies for the Integration of Social and Government Agendas;
5)Validation of the theoretical-conceptual and methodological framework, methods, technologies, parameters and indicators for characterization, analysis, monitoring and evaluation of experiences of Sustainable and Healthy Cities/Territories

▪TED 10/2013:
1) Participatory mapping created together with the community; 
2) Sewage situation registered (sewer hunt); 
3) Experimental Site of Social Technology in Ecological Sanitation in the Community implemented with an environmental educommunication lesson plan at the community school; 
4) Sanitation ecosystem modules (biosystems) for depollution of implemented watercourses; 
5) Interviews and qualitative analysis of community perception; 
6) Seminar to identify and promote the exchange of experiences between local ecological sanitation projects and others that adopt the principles and categories of Sustainable Development and Health Promotion and agree on strategies for the integration of social and governmental agendas carried out; 
7) Periodic meetings to mobilize, plan and monitor the project with community members and local actors; 
8) Technical report identifying the crucial elements for the effectiveness of ecological sanitation projects in isolated communities carried out; 
9) Creation of articles in the area of ecological sanitation and guide Paths and Water Care: make your own ecological sanitation system (MACHADO et al., 2019) for social mobilization in the region of operation.

▪TED 13/2013:
1) Support the formulation and implementation of Political-Pedagogical Projects for unique education in the region;
2) Studies presenting results, methods and technologies developed related to the evaluation of the effectiveness of sustainable and healthy territories; 
3) Structuring participatory management of water resources; 
4) Development of ecosystem technologies in the region; 
5) Project of the Social Technologies Incubator; 
6) Preparation of community projects; 
7) Development and incubation of local productive arrangements; 
8) Qualification and strengthening of participatory management; 
9) Observatory of Sustainable and Healthy Territories of Mosaico da Bocaina – observatory implemented; 
10) Appropriation by Funasa of social technologies developed with the perspective of becoming public policies – manual of new technologies;
11) Participation in the management spaces of national and international networks and in the spaces for the exchange of experiences in sustainable development; 
12) Promotion of spaces for the exchange of experiences in sustainable development; 
13) Defense of the territory and socio-environmental justice – continuous action, measurable through reports of action in qualified processes of negotiation and overcoming conflicts; 
14) strengthening and qualification of social control in the planned spaces of territory management – continuous action, measurable through reports of action in decision-making bodies, forums, councils and other spaces for the exercise of citizenship and direct democracy; 
15) dissemination of information about traditional peoples and communities and their way of life through communication products, games and information capillarization strategies, among others.

▪TED 06/2015:
1) The preparation of technical reports presenting theoretical-conceptual and methodological framework, technologies, parameters and indicators of  characterization, analysis, monitoring and evaluation of experiences of Sustainable and Healthy Cities/Territories; 
2) The preparation of a report with diagnoses and mapping of risk situations and social and environmental vulnerability; 
3) Report of methodologies and pedagogical materials for training and strengthening local actors; 
4) Conducting Environmental Health Education workshops; 
5) Development of sanitation technologies and rational use of water; 
6) Map of multi-center competencies in evaluating the effectiveness of strategies for the implementation of Healthy Cities and Territories; 
7) Coordination structure of local health, social and environmental networks, community participation and governance in the territories in operation.

Financing mechanisms

The Healthy and Sustainable Territories project had a total of 5 TEDs between Funasa and Fiocruz, the latter referring to the publication of the compilation of actions and processes carried out from 2013  to 2020.
