Description

O Plano Nacional de Segurança Hídrica foi lançado em 2019 com o intuito de ampliar e integrar as estratégias para garantia da segurança hídrica do país. Sua construção se pauta em 4 dimensões, a saber: i)Dimensão Humana; ii)Econômica; iii)Ecossistêmica e de iv)Resiliência. O plano orienta as diretrizes para o monitoramento contínuo e emite boletins anuais contendo informações em nível nacional de forma regionalizada. Este acompanhamento é realizado pelo Núcleo de Segurança Hídrica (NSH) do Ministério da Integração e do Desenvolvimento Regional (MDR). 
Os boletins anuais trazem também uma visão em relação aos investimentos necessários para o aprimoramento dessa rede.

Intersectoral aspects

This Plan is implemented by ANA and is directly related to the municipal and state departments working in the water resources management sector. Other institutions at the federal level that relate to the PNSH are: Brazilian Health Foundation (FUNASA/MS); Secretariat for Indigenous Health (SESAI/MS, Secretariat for Health Surveillance (SVS); National Secretariat for Water Security (SNSH), Ministry of Environment and Climate Change.

Implementation Strategy

The path to water security is rooted in a progression of investment needs, considering the different stages of intervention development. In this way, the Plan guides how to implement this path, going through studies, projects, until it materializes in works, as per the following steps:
• Detailed Study of Regional Development Plans
• Studies of alternatives for the use of water resources in complex areas or in areas of low degree of water security
• Technical, Economic and Environmental Feasibility Studies (EVTEA, acronym in Portuguese)
• Preliminary engineering project, basic project or executive project
• Execution of the works

The plan developed the Water Security Index (ISH, acronym in Portuguese), which was designed to portray, with simplicity and clarity, the different dimensions of water security, incorporating the concept of risk into water usage.

Diffusion strategies

To implement the analysis of the ISH, Territorial Units of Analysis (UTAs, acronym in Portuguese) were designed that concentrate the highest values at risk of the indicators of the human and economic dimensions. In these units, an integrated analysis was carried out to identify the interventions that are configured as strategic solutions and meet the requirements of the PNSH.

Monitoring strategies

Annually, PNSH Monitoring Bulletins are published in which it is possible to see the progress of each planned intervention, according to its implementation stage presented in the Water Security Pathway. This is monitored by the Water Security Center (NSH), established by MDR through Ordinance No. 2715 of November 19, 2019.
 

Financing mechanisms

In 2022, acording to MDR: "The Water Security Program (PSH) estimated that investments of around R$ 678 million are needed for studies and projects and R$ 26.9 billion for the execution of the recommended works, in addition to a contribution of R$ 1.2 billion/year to ensure proper operation and maintenance of the projects." (BRAZIL, 2022). 
It should be noted that this Program is carried out within the scope of the PNSH.
