

Description
The PNS is developed in alignment with the Multi-annual Plan (MAP) to allocate the Federal Government's financial resources to the health sector. The Ministry of Health is responsible for implementing the Brazilian National Health System at the federal level, guided by the Brazilian Health Plan (PNS). The plan is regularly updated, every four years, with the perspective to improve public health services. The Ministry's technical team leads on the updating process, in collaboration with Health Councils and in line with recommendations and guidelines coming out of Brazilian Health Conferences, ensuring the inclusion of civil society demands.
In addition, another instrument used to operationalize PNS and essential for the budgetary management of the Health area is the Annual Health Program (PAS, acronym in Portuguese), which organizes the quadrennial goals expressed and organized in PNS into annual objectives, presenting the financial resources that will be allocated for each current year. (Brazil, 2020).

The National Health Plan is implemented and monitored by municipal and state health departments, as well as various divisions within the Ministry of Health, in accordance with the National Health Promotion Policy (PNPS, acronym in Portuguese): National Health Foundation (FUNASA, acronym in Portuguese), Brazilian Health Surveillance Agency (ANVISA, acronym in Portuguese)

The plan is valid for 4 years and is periodically reviewed.
The National Health Plan is composed of seven objectives, and the actions related to WASH (acronym in Portuguese) are measured in the goals of the Objective related to Regulation, namely: "Reduce or control diseases and injuries that can be prevented and controlled." Among the 22 goals stipulated for this objective, those most related to the purpose of this mapping are expressed in the table below.
To incorporate forums for public health policy discussion, PNS includes the guidelines of the Brazilian Health Council and the 16th Brazilian Health Conference, aligning them with the objectives of the Multi-annual Plan and Brazilian Health Policy.

The Brazilian Health Plan is a fundamental instrument for implementing WASH sector actions within the scope of the Ministry of Health, as this is the instrument that allows the allocation of the Federal Government's financial resources aimed at the development of basic sanitation.
SVS, SESAI and Funasa have their annual budget plans aligned with PNS goals.
